Nicol Bolas sat in wait for years in the black realm, gathering his army and waiting for the opportune moment to strike. He had one goal, to rule all, every creature, every gifted, every human in every realm. With his power Bolas collapsed the realms on top of each other, sending out his armies to attack his enemies in all the realms, now clustered together and too frantic and confused to put up a fight against him. As his opposition fell, Bolas took control of major cities left behind after the collapse, placing them under his own order and 'government'.
The structure of the government relies on human subjects and supporters, despite Bolas' general disgust in the human species. For this reason, he made deals with many important human figures, giving them positions of power in his structure of rule. While the government itself is run by Bolas as the sole decision maker on his island in Italy, regions of the land still inhabited by humans were redeclared cities, each with their own local rule and government. Of course, while many have either joined Bolas or do not have the abilities to fight against his reign, there are still small factions of rebels as well as unruly creatures that the cities must be protected from.
To address this issue, the Guard was created, a police force comprised of loyal Bolas humans, gifteds as well as humanoid realm creatures. They enforce curfews, protect the city from the encroachment of the realms, and most importantly attempt to weed out the Rebellion. In New York the Guard is the most ruthless and corrupt, making up for the increased presence of the Rebellion in the traditionally sleepless city.

Allied with the Rebellion.
They originated in the black realm as a combination of dismantled vampire covens. Everyone who joined the clan in the black realm has some kind of vendetta against Bolas. They are the most progressive vampire coven, only slightly deviating from the typical cruelty of the black realm. They still hunt and kill for survival if they need to. But they also keep humans, gifted and realm creatures as pet blood bags. The pets are taken care of and protected, every whim they desire is given to them if it's possible. In return, the pets let the vampires drink their blood.
The clan leadership is responsible for finding a home and organizing the rest of the clan. They are the most powerful vampires without question. For clan leadership, there is no limit on pets. Higher Vampires are those who have been around the longest. They are the most loyal and most experienced. They are allowed three pets. Lower Vampires are those who have proven their loyalty and proven that they know the clan rules. They can handle themselves in public although they are the vampires most in need of guidance and protection. They are allowed 1 pet. Fledglings are the newest vampires, recently turned. They have very little control over themselves and are prone to random outbursts of unquenchable thirst. They are not allowed pets.

In a land torn by war, extermination, and infested with various raiders and monsters, only one mode of travel is still safe enough to traverse. The Subways. While many of the tunnels have been caved in by various mortar shots and monsters, there are a select number that are safe for the wise. These tunnels have been explored and cleared by a group of gifted and non gifted people lead by Ryel Mercutio, the Green Devil.
No one comes in or out of the Subways without the Devil's Advocates knowing about it. They hold the tunnels throughout the cities and are able to move more freely than any other faction that has evolved in the harsh times. He who owns the trade routes, owns the world.
The Devils are known to be helpful in a pinch, and deadly during prosperity taking a utility stance on what actions they take. If saving you will profit them more than letting you be eaten by the horde, they'll step in until it's no longer profitable. If the raiders taking your stuff gets the Advocates a new port? You're out of luck.
The Advocacy needs it's members to be tough, and morally grey. You'll be asked to save children in any and all situations, and be hired as recruiters, mercs, healers, enforcers, guards, and finally business owners.
If you want a slice of the underground, The Devil's Advocates are where you need to be.

Ryel Mercutio : The Green Devil.
Known for both his strategic genius, mixed with his unrelenting psychosis, your boss is someone to tread carefully near. He'll send you out on missions whenever requested, and has plenty of opportunity for you to raise yourself in the ranks, gaining your own soldiers under your command.
How to be a Devil:
Once joining the Gang, the character does not always have to ask for permission from any other character to be out and about, but can assume a higher ranked NPC ordered them to do something, or the character can go about their business. While in the Gang, they should have a clear and easy way to travel all over the city and surrounding areas. Your character will have a plethora of plot resources available via missions, jobs, and rival gangs. Joining the club doesn't have to be RP'd out, but its fun to do so!
